Beard Patrolman Gilstrap apprehends a couple of beard
felons. The first is charged with "wearing a false beard
without a Grade Four Beard License", and the second is
charged with "suspiciously standing next to the other one
while envying him, and thus, probably harboring thoughts of
illegally obtaining a beard, false or otherwise."
